Under penalty of perjury, I certify that the information presented in this application is true and accurate to the best of my knowledge. The undersigned further understand(s) that providing false representations herein constitutes an act of fraud.  False, misleading, or incomplete information may result in legal action.

Note: Once you begin the application, you will not be able to hit the back button. The entire application will take anywhere from 15 to 30 minutes. Please read this entire page before applying.

Due to the internal construction and remodeling of the Wellstone Center, we are transitioning from walk-in dates and times.  If you need technical assistance to complete the application, please call Housing Stability at 651-789-2547 to schedule an appointment to meet with a Housing Stability staff member to assist you. We hope that this change does not cause additional hardship.

This change will go into effect starting on Monday, June 16, 2025, and continue until the construction and remodeling end.

Housing Assistance Application Criteria & Information

To be eligible for assistance, you must meet the following criteria:

  • Be homeless or at risk of homelessness.
  • Have income that is at or below 200% of the Federal Poverty Guidelines.
  • Be a resident of Ramsey County. If you are not a Ramsey County resident, please determine other resources here.
  • A Social Security card or number is not needed to apply for assistance.

*The ability to assist your household depends on meeting eligibility criteria and funding available.

There will be some households who are otherwise eligible but cannot be served due to lack of resources.

Most of the funds that Neighborhood House utilizes to help participants can usually only be accessed once every 12 or 18 months. There are few exceptions to this policy.

Completing the application process and sending information does not guarantee funding.  Criteria and funding amounts can change at any time.  

What you will need to provide to complete your application:

  • Complete and filled out Online application (button below)
  • All privacy and releases of information completed and signed
  • Last 30 days of all income for all adults in the household 
  • Proof of Emergency: past due notices, notice to evict, utility
    disconnect notice
  • Lease or Ledger
  • Contact Information for your housing representative
  • Confirmation or Case Number for Pending Ramsey County Emergency
    Assistance (if applicable)

Neighborhood House recommends uploading all documents within 3 business days so we can process them quickly and avoid extra costs. We will be able to process your request for funding once all documentation is received.

How to calculate your income to determine if you are eligible?

  1. If you receive monthly benefits, you can multiple your monthly amount by 12.

Example: $950.00/month X 12 = $11,400.00

  1. If you get paid from employment (job); you can take your hourly wage times the number of hours you work each week then multiple by 52.

Example: $17.00 per hour X 35 hours per week = $595.00 X 52 = $30,940.00

Verification of all income sources will be required to determine funding eligibility.

Neighborhood House prioritizes funding for households facing eviction. Generally, we can assist with 1-2 months of past due rent or utilities, depending on available funding. To fully resolve the crisis, you may need to consider options such as contributing personally or applying for County Emergency Assistance here.

***For people who have received an eviction summons***

If you have received a summons to appear in Ramsey County Housing Court, please do not complete the application process. Some financial providers are available during court, and you can request assistance from them at that time.  You will need to request Clinic Service at the beginning of court, and you will be able to discuss your situation with financial, legal, or mediation services.

If you have already been to court and have completed the settlement agreement, we will not have time to process the request for assistance according to the time that was established for payment or a letter of guarantee in the settlement agreement.

*** For Property Managers***

If you are a property representative who would like to assist your tenant, please have them complete the application online. Staff will contact you directly to request the necessary documentation to process the funding request when we are ready to complete that step in the process. Please do not submit any forms, without an application for the tenant already submitted.

Carrie Sowada | Child Development Specialist

Carrie comes to Neighborhood House as a recent graduate of the U of M’s Family Social Science program, where they graduated with distinction. They have more than five years of experience working with and mentoring children in St. Cloud area youth programs, as well as customer service and restaurant experience. Additionally, Carrie has experience in community building, advocacy, and working with children diagnosed with autism spectrum disorder. In their spare time, Carrie enjoys crocheting. It’s their favorite hobby. 

Valerie Dorschner | Early Childhood Instructor

Valerie has worked at Neighborhood House since 2004.

Valerie leads the Skills for School preschool program and is responsible for the curriculum. She has over 20 years of experience in early childhood working with parents and children, and has training and experience working with neurodiverse and dual language students.

  • Valerie is a licensed teacher with a bachelor’s degree in Education from the University of St. Thomas.
  • She holds licenses in elementary education and in early childhood education, and has several years of experience
    teaching elementary school.

Valerie enjoys her free time with her five children and one grandchild.

Victoria Campoverde

Victoria Campoverde is the program manager of Neighborhood House’s Latino Leadership Program. She is originally from Peru and was a licensed high school teacher in her home country.

Her extensive experience within the education sector exemplifies her commitment to education and families.

  • Currently, she serves as the Cultural Liaison between Columbia Heights School District and Anoka-Hennepin School District.
  • In 2008 Victoria began working with The Amherst H. Wilder Foundation’s Latino Leadership Program on adapting their curriculum for the Latinx community. Since then, she has continued working in the Latino Leadership Program after its 2020 transition to Neighborhood House.
  • Coauthor of Education: Our Best Legacy (EOBL), a school success program designed for parents or caregivers with one or more children in middle school. EOBL is part of the Partnering for School Success project (PSS) with the University of Minnesota’s Extension program.
  • Lead teacher and Program Director at Joyce Preschool.
  • A 25 on the Rise, Latino Leader recipient from the Hispanic Chamber of Commerce in 2006.
  • Facilitator with different Latino parent programs in the Twin Cities.
  • President of Kuyayki Peru MN Cultural Association.

For Victoria it is important to value ones culture and cultivate ones heritage. She believes in the importance of empowering the community through her work with Neighborhood House and the Latino Leadership Program. During her free time Victoria enjoys dancing.

Winter / Spring Fresh Produce Distributions Events*

From November–May, all are welcome to come pick up a variety of free fruits and vegetables for family and friends. Distributions take place at Metro State University in St. Paul.

This event is held indoors. Masks are encouraged but not required.

During each event, we distribute approximately 3,000 pounds of food to approximately 75-100 families on average.

No documentation or identification is required to participate.

Event guideline and details: Our fresh produce events are open to everyone!

  • Recommendations: You may want to bring your own bags and a cart if you have one. On average, visitors will leave with approximately 40 pounds of fresh produce per event. 
  • Registration: First-time visitors are required to register on site. The registration process will take 5-10 minutes to complete.
  • Parking: You can park in the Metro State ramp parking for $5. Otherwise, street parking is available along 7th St. and Bates Avenue.

Summer / Fall distributions* (Summer 2025)

From July to October, all are welcome to come pick up a variety of free fruits and vegetables for family and friends at our St. Paul locations. 

The distributions are held outdoors and are farmer’s market style. No documentation or identification is required to participate.

Parking

The Wellstone Center Parking Ramp is located on the west side of the main building. The ramp has three levels with one elevator bank. Take the elevator to the first floor and follow the signs towards the information desk.
Parking is free.
